Since the mid-1980s, the UK government polices for higher education have reflected a belief in the contribution of higher education to economic prosperity and have generally encouraged the development of work-related curricula in higher education. In 2000, the government supported the introduction of a new kind of higher education programme (the foundation degree) specifically aimed at improving the delivery of technical and professional skills to meet industry and business needs. Foundation degrees were to be work-related intermediate awards which also provided opportunities for progression to honours degrees. In this paper, I look at employers’ perceptions of intermediate, work-focused higher education in general, and consider the issues raised for the government’s new policy in relation to foundation degrees.  相似文献

Despite well-founded predictions that the 1970's and 80's would be characterized by excess capacity in graduate education, new graduate programs have continued to appear and existing programs have expanded capacity. This paper proposes a utility maximization theory to explain the continuation of the growth process and describes the nature of the public policy which will be necessary to effect changes in resource allocation in higher education. The basic hypothesis of the theory presented in this paper is that utility maximization of decision makers in higher education is functionally related to minimization of the gap between desired and prevailing institutional status. In an operational sense, status depends on an institution's factor complement, i.e., the institution's instructional and research programs and the quality of faculty and other inputs used to operate these programs. This implies that factor complements provide utility to decision makers in addition to their actual contribution to the educational process. Recognition of this factor and the oligopolistically interdependent nature of the decision making process in higher education is essential for the formulation of effective public policy to induce necessary reallocation of resources to graduate programs.  相似文献

In this paper I first place the development of Hong Kong's higher education in the larger context of education and governance histories. Next I describe one of the deepest policy quandaries for Hong Kong's government in charting the futures of its higher education system: whether to view the ultimate benefits of higher education for individuals in terms of ‘sponsored’ versus ‘contest’ mobility. I then turn to evidence from HK census data about the changing distribution of opportunity for higher education. I discuss trends in educational stratification since 1981, focusing most attention on changes in the opportunity for post-secondary and, especially, for university education to the Bachelors' degree level. I discuss methods for the use of Hong Kong's 1981, 1991 and 2001 census, and I present bivariate and multivariate analysis of the changing impact of family cultural and material resources on the odds of continuing and attending education at the university level. From 1991 to 2001, census data suggest there was a reversal of a trend towards greater equality of opportunity that was observed between the 1981 and 1991 census. I conclude by relating the findings from these analyses to future higher education planning in Hong Kong.  相似文献

Understanding factors influencing international students' decision to engage in international education is essential for education providers to better cater for students' educational expectations and enhance their attractiveness to international students. Whilst there has been extensive research on the reasons why international students undertake cross-border higher education, international students' motivations for enrolling in vocational education and associate degree programmes are still under-researched. Drawing on semi-structured interviews with 30 international students from China, this research found that pathway to higher education appears to be the most important factor motivating international students to undertake vocational education and associate degree programmes. In addition, prospect of immigration, English language proficiency, previous academic performance, agent's recommendations and relatives' and friends' advice are amongst the important factors that students take into account in their decision to choose vocational education and associate degree programmes. This research also examines why Chinese international students have chosen vocational education programmes in a dual-sector university over vocational education colleges. It found that the flexibility to articulate to higher education, international reputation of the programme, practical training and favourable location are key issues that these students draw on when making their decision to study in a dual-sector university.  相似文献

The purpose of this study is to seek to understand the process of privatisation and deregulation of Israel's higher education system which had been until the late 20th century predominantly public. Since 1994, public and governmental agencies became major clients of private universities. Thus the public sector played a major role in the expansion of international universities and in the operation of their academic programmes and became their major financial source. This partnership between the public and the private sector could be explained by the following: the increased demand for higher education by native born Israelis and the large flux of immigrants from the former USSR and Ethiopia on the one side, and the socialist ideology which deeply rooted in the Israeli society, to enable for everyone who wishes to attain higher education to find a place in the undergraduate system (particularly the population of the developmental towns and minority groups) on the other, pushed the Israeli government to expand its boundaries. Israel's public universities have been subjected to relax admissions requirement, which they refused to do. Another reason is the increasing demand from the public service in general and particularly from the education service that having a BA degree would increase the teacher salary and it does not matter whether the degree comes from an Israeli university(with its higher standards) or from a branch of an international university(with its lower standards). That explains the expansion and diversification that occurred in the higher education system in Israel. The 1998 Branches Act stipulating that any overseas institution intending to open an off shore branch must obtain a licence from the Council of Higher Education. The new regime demonstrates the paradox in higher education policy, on one side privatisation by the backdoor, on the other, regulation and control by the Israeli government.  相似文献

基于中等职业教育基础性转向的政策背景,通过对全国10660位中职生的问卷调查,研究了影响我国中职生升学的若干因素。研究发现:中职生具有很高的升学意愿,且以本科为主要期望学历;毕业班和学习自我效能感强的中职生更可能选择升学;学生干部身份和学校生涯教育质量会影响中职生升学意愿;家庭对中职生升学与否的影响主要体现在经济、文化和社会资本,但影响方式和程度与普高生存在差异;对省域中职升学政策的了解和认同会促进学生升学,而对就业市场和本科招生政策的了解和认同会削弱中职生升学意愿。基于此,未来应从职教本科办学规模、高等职业教育招考机制、央地项目设置、公共财政兜底、生涯教育和升学指导等方面优化中职升学环境。  相似文献

The dominant academic conclusion about Labour's education policy since 1997 has been that it is mainly a continuation of Thatcherism. This is inadequate. There are three strands of Labour practice in education: a renovated version of social liberalism, a form of weak developmentalism, and a type of new social democracy that is in the mainstream of European thinking on the left. One significant source of ideological diversity in government is now the devolved responsibilities for educational policy that are held by the Scottish Parliament and (to a more limited extent) by the National Assembly for Wales.  相似文献

The article discusses higher education policies and policy making during the period of the author's direct involvement between the mid-80s and the present. The author points to an increasingly ideological form of policy making which has emphasised the economic role of higher education and created a higher education 'market'. As the scope of government has widened, the role of the Civil Service as a check on Ministers has reduced. Whilst the sector's influence on policies has also lessened, there is still more the universities could do to protect themselves as the case of quality assurance demonstrates. However this would require a willingness to act on the basis of research evidence, of which the author still sees little sign.  相似文献

Political change and declining economies have forced the higher education systems of the countries of east and central Europe to undergo restructuring, in particular to develop new financing mechanisms and to permit the emergence of private higher education. The Hungarian experience is described with reference to the situations in Poland and Czechoslovakia. Reference is made to the “base and addition” model of higher education finance as it evolved in eastern Europe beginning in the 1950's. This model went into crisis in the 1980's because it failed to encourage institutions to search for sources of funding other than government grants. In the post‐Communist situation, new types of funding mechanisms are being explored in the three countries. Czechoslovakia has so far made the fewest fundamental changes because of the relative strength of its economy. Poland has adopted a policy of professional co‐ordination for academic survival. Hungary is experimenting with professional and market co‐ordination.  相似文献

How closely does the declining reputation of higher education at least in central government circles - correlate with declining economic and technological performance, and how much has it been a product of other factors - for example, binary policy or student radicalism? 日本一直遭受高校分布不均衡的困扰,特别是高校集中于东京等大城市的现象非常突出。第二次世界大战以后,美国主导的一府县一大学政策促进了国立大学的地方化,在一定程度上缓解了高校分布不均衡的局面。此外,日本的国土政策也通过限制新校选址等手段促进高校向地方分散,但因高等教育大众化的快速到来而收效不大。20世纪70年代开始的高等教育计划加大了控制高教规模和限制高校立地的力度,产生了一定的积极效果。但到20世纪90年代前后,随着经济衰退和18岁人口减少,促进高校向地方分散的政策开始动摇。不能否认60余年来日本促进高校分布均衡化的努力和成效,但高校分布不均衡的格局在根本上仍然未得到改观。  相似文献

In the People's Republic in China, government policies are aimed at enabling the country to achieve by the year 2050 the same standard of economic development as the middle group of developed countries, such as Portugal and Greece, reached in 1990. Education supported by television has been given an important role to play, but China's policy and practice in television education has changed considerably since 1978. The remarkable growth of the television universities, started in 1979 with a terrestrial broadcasting system, was aided by a large World Bank loan. Reforms of the late 1980s in higher education led to a decline in undergraduate numbers in these universities, but other reforms enabled them to serve new groups, such as those requiring specialised vocational courses. Next, the government decided to establish a satellite television system for education, to serve several purposes including in-service training for primary and secondary school teachers, and “post-university” television education for technicians, managers and professional staff. The outcomes of these changing policies have been monitored and to some extent evaluated, raising questions about the future of television education in China.  相似文献

The French government adopted a policy of raising the education level of young people following a vocational track in response to the growing problems this group was experiencing in entering the labour market. To achieve these ends, a new diploma was created, the 'bac professionnel'. In the French education system, the baccalauréat has traditionally operated as both a level of education and a social barrier. The baccalauréat thus offers its holders both the chance to follow higher-level studies and also access to middle and upper-middle class jobs. In creating a 'bac professionnel', the French government destroyed the barrier between the middle and the working classes and opened the university gates to young people who until then had been denied access. The effects of the policy have meant the 'massification' of higher education, but also a marked loss of clarity in the way upper levels of education and training are organised, and, at company level, the phenomenon of overqualified people in subordinate positions.  相似文献

大多数学者认为异地高考政策更加有利于家庭条件较好的随迁子女,少数学者则认为该政策能有效保障农村随迁子女的教育权益,但已有文献仍缺乏关于异地高考政策对两类流动人口高等教育机会影响差异的比较研究。基于2017年中国流动人口动态监测调查数据,本文探讨了异地高考政策对城乡随迁子女高等教育机会的影响,并探究了该政策的调节作用。研究发现,异地高考政策对农村随迁子女高等教育机会的促进作用显著高于城镇随迁子女,且这种效应仅在高政策门槛地区存在,低门槛地区不存在。从政策的调节作用来看,异地高考政策有助于提高农村流动人口子女随迁的意愿,且对农村随迁子女高等教育机会的促进作用要显著高于农村留守子女。同时,异地高考政策可显著降低农村随迁子女家庭社会经济地位对其子女高等教育机会的影响。为此,各地方政府应坚持并完善异地高考政策,充分发挥该政策促进高等教育公平的杠杆作用;流入地政府要进一步提高本地高中教育服务能力;中央政府要进一步推进、完善高考录取制度改革。  相似文献

In this article, Ann Limb outlines the main elements of new Labour's emerging policy framework for adult, continuing and further education within the context of the debate about lifelong learning. The government has established its coherent purposes for further education and now expects successful implementation by the sector in return for significant funding. Raising standards and widening participation are the keystones of this policy and, as in other areas of government activity, ‘zero tolerance of failure’ and ‘social inclusion’ are at the heart of the agenda for further education. The article suggests that the diverse assumptions underlying the delivery of lifelong learning policies nonetheless remain largely unexplored and that it is too soon to make a sound judgment about the likely effectiveness of the new lifelong learning partnerships  相似文献

This article presents a policy sociology reflection on Bernard Barker's book, The Pendulum Swings: Transforming School Reform. The book represents Barker's attempt to intervene in education policy during the lead-up to the 2010 UK general election and is framed by what he imagined might be possible under a new Conservative government. Barker draws inspiration from the Red Tory communitarian position articulated by Phillip Blond. In hindsight, we are less sanguine about these possibilities in the context of the Coalition government and its ongoing response to the ongoing financial crises. Indeed, what has emerged is a rearticulated neo-liberalism in the guise of ‘Big Society’ rhetoric. We agree with Barker's critical deconstruction of the five illusions underpinning New Labour schooling policy, but argue for a broader agenda of redistribution, both in social policy and with respect to schools. Policy needs to recognise and support teachers and good pedagogies, and we also see a pressing need to rethink richer forms of educational accountability. All of this must be located within a politics that pursues a new social imaginary. Nonetheless, we commend Barker's contribution towards post neo-liberal thinking in respect of school policy, specifically in England, but with relevance to other locations and systems.  相似文献

在“中国式”分权背景下,地方政府对本地教育财政投入激励不足。如何发挥地方人大的预决算审查监督职能、构建有效约束机制来提高地方政府教育支出水平,对我国教育事业长远发展具有重大意义。本文以我国各地区推动预算监督法制化为制度背景,以1999—2017年间各省份预算审查监督条例立法作为准自然实验,使用双重差分法研究通过立法加强地方人大预算监督如何影响地方政府教育支出。研究发现:(1)省级预算监督条例立法能够显著增加地方政府的教育财政支出,使教育支出在财政预算支出中的比重平均上升约一个百分点,使地方教育支出占GDP的比重显著提高;(2)异质性分析显示预算监督条例立法对地方政府教育投入的促进作用主要体现在基础教育和中等教育层面,并且在财政分权程度更高或地方主政官员缺乏中央工作经历的地区更加显著。本文的研究表明,推动财政监督法制化是构建现代教育财政治理体系的重要制度基础,强化地方人大预算监督是确保地方教育支出持续稳定增长的有效制度保障。  相似文献
