When e-government first became a viable solution to the dissemination of government information, experts believed that the rise of direct government-to-citizen (G2C) services would improve government transparency, foster civic engagement, and offer new and innovative service possibilities. It soon became clear, however, that not all users received the type of information, instruction, or services that they needed through this arrangement, giving rise to the need for an intermediary in this continuum of interaction. Increasingly, public libraries fulfill this role. Instead of direct government-to-user interaction, government information and services flow through channels from agency to public librarian to user, from user back up to agency, and from agency to user to public librarian. Based upon research conducted in collaboration with public libraries, government agencies, state library agencies, and a national library association in the United States, this paper expands on the idea of these multiple pathways of information and services, offering a practical model of e-government.  相似文献

Part of the promise of electronic government (e-government) is its ability to transform the delivery of information services and products from government to users. E-government allows federal agencies to supplement and even supplant private sector roles intermediating between government agencies and users, creating unintended consequences in terms of policy, theory, and practice. The problem is called “channel conflict” in the marketing literature, and the typical response is called distribution channel management (DCM). After reviewing the literatures of e-government, information policy, and DCM, the paper explores differing DCM philosophies of two federal agencies: the Internal Revenue Service and the U.S. Census Bureau. An examination of these two DCM programs provides insights on how federal agencies may be able to manage their various channels for e-government offerings despite tensions in the current legal and policy context. The paper concludes by using DCM literature to help frame options for dealing with these tensions.  相似文献

The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

This study examines the views of information resource managers (IRMs) in Texas state agencies on e-government. The existing empirical research has focused on what local governments provide in terms of e-government information and services and less on the perspectives of key e-government decision makers. This study fills this void by examining how e-government had an impact on management of state agencies. Theories and expectations are provided on what the literature argues are the most important impacts of e-government on management. Specifically, these are the reinventing government movement, external environmental pressures, resource capacity, and demographic factors. A survey of Texas state agency IRMs was administered in the late spring of 2005 and the results are reported in this study. The findings revealed that the reinventing government movement, external environmental pressures, and resource capacity were the most important factors that had an impact on e-government management capacity. In this study, the size of state agency was not found to be as important. Future research should focus more on state e-government management, an often-neglected area of research.  相似文献

As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

Since the late 1990s, governments at all levels have launched electronic government projects aimed at providing electronic information and services to citizens and businesses. Although Web sites are becoming essential elements of modern public administration, little is known about their effectiveness. The objective of this paper is to study the quality and usage of public e-services to citizens in Europe.According to the results of this study, e-government seems to be following a more or less predictable development pattern ranging from a stage in which interaction is limited to what is shown on the screen to stages in which there is two-way communication and service and financial transactions can be completed with a satisfactory level of protection of personal privacy. At present, e-government in almost all the cities studied is merely an extension of the government, with potential benefits in speed and accessibility 24/7. Despite the limited degree of development observed, online access has advantages that are impossible to replicate offline. Even though few expect e-government to completely replace traditional methods of information, e-government is becoming a powerful tool of transformation that has become embedded in the culture and in the agenda of the public sector.  相似文献

The number of migrant farmer workers in China has increased so rapidly that they can't be ignored anymore as a vulnerable group in the coming information society. This study formulates a theoretical framework on the process of seeking for government information online and employs a method of questionnaire survey to investigate the information needs of migrant farmer workers and their behavior of using e-government service. The findings drawn include inconsistency of information seeking behaviors with information needs, and conditions of transfer from potential users of e-government services to actual users, such as information literacy, IT environment, the influence of social networks, the operations of government websites, and targeted services. Several policy recommendations are presented based on these findings, including improvements in the workers' information capacity, construction of special e-government programs aimed at such workers, and enhancement of public library systems and government service offerings to this target group.  相似文献

Providing government information, services, products and transactions electronically has the potential benefit of accessibility for a wider audience, political and administrative transparency, and improved service delivery. By using e-government websites, citizens can conveniently access government information and services and gain greater opportunities to participate in democratic processes. The present study aims to evaluate National Portal of India, which provides single window access to 601 e-government portals and websites in India. A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The paper also focuses on the digitization of documents, acts, rules and schemes of central and state government departments and their availability and accessibility through government portals.  相似文献

The prevalence of disability across the globe is substantial and is predicted to increase as the population ages. As of 2022, almost one in six citizens in Australia has a disability, with most relying on e-government services to support aspects of their daily living. To cope with the growing service demands, the government is using e-government services as a “default” means to deliver government policy outcomes that create public value for citizens living with disability. It is therefore critical that e-government succeed, as failure to provide adequate services to citizens living with disability can lead to measurable economic and social consequences. This study aims to identify the factors that influence e-government success from the perspective of citizens living with disability, using a public value approach. The study examines twenty cases representing citizens living with disability in Australia, analysed through the ‘lived’ experience of these citizens using e-government.  相似文献

In recent years, there has been an increasing amount of research published on the topic of e-government diffusion. This paper provides a meta-analytic review of the literature on the diffusion of e-government. We analyzed the related literature in the leading journals and from international conferences in the field of information systems and public administration. Our analytical results reveal the main theoretical foundations, research methods, and research topics found in the relevant literature. The meta-analysis identified four main research topics: (1) the factors that influence the diffusion of e-government, (2) the diffusion of e-government systems and applications, (3) the impacts of e-government diffusion on government agencies and employees, and (4) the relationships between information and communication technology (ICT) infrastructures and the diffusion of e-government. Researchers have developed eight related theories to discuss e-government diffusion and adopted four methods to explore it. We suggest directions that researchers should pursue to strengthen the diffusion of e-government and to draw out deeper issues.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

Governments around the world are increasingly moving toward online service delivery in what is commonly called e-government. There are high hopes for e-government, particularly that the associated technologies provide the scope to make government services more responsive. This article reports on a 2006 study of one aspect of e-government responsiveness, namely, the basic capacity to answer a simple question posted by email. To this end, federal and state agencies in Australia, and central and local government agencies in New Zealand were emailed (n = 273). Data related to locating contact email addresses and subsequent responses was collected. The key finding was that the Australian agencies consistently did not perform as well as their New Zealand counterparts, bringing into question one component of their higher ranking in international e-government studies and also their potential to deliver on the Australian government policy that e-government means more responsive government.  相似文献

This study is the first to evaluate e-government diffusion among local governments in the United States over time. The diffusion rates of various types of e-government services are measured and analyzed over two decades. E-government surveys conducted by the International City/County Management Association (ICMA) from 2000 to 2011 provide an early trendline of e-government services offered, and an original two-wave panel survey was conducted in 2014 and 2019 collecting data, which extends this timeline and offers new ways to measure adoption in this later period. The panel survey includes the same 83 cities randomly selected from all cities with populations over 50,000, representing over 10% of medium and large size cities in the U.S.The findings of this study provide a clear picture that cities across the nation have increasingly adopted a wide set of e-gov services, with some reaching near complete diffusion. A total of 45 different e-government services are evaluated, with similar e-government services organized together into informational, interactive, multimedia, financial, and social media scaled variables for further analysis. Adoption and diffusion of e-government services have been neither steady nor uniform. However, from 2014 to 2019 the trend was clear: more cities offered more e-government services more consistently. The findings also offer insights into the characteristics of cities that have adopted e-government innovations earlier than others. Both greater population size and percent of residents with broadband access contribute in a statistically significant way to the number of e-gov services adopted, while other expected independent variables like economic measures of wealth do not. These findings contribute to a broader conversation about how the diffusion of e-government service adoption has changed over time and the extent to which that has affected the relationship between residents and their local governments throughout the first two decades of the 21st Century.  相似文献

Public value creation is traditionally considered as the citizens' collective expectations with respect to government and public services. Recent e-government literature indicates that what exactly constitutes public value in digital government is still debated. Whereas previous research acknowledges aspects such as co-production and the orchestration role of government in the context of public value creation, there is only a limited understanding of how public value is created by the interactions between government and business actors, and the role digital technologies play in that process. Furthermore, so far, research into public value creation processes is limited to specific services that aim to meet a specific goal; for a more complete view, an integrative perspective is required to address the multiplicity of goals. Societal challenges including climate change, sustainability, and the transition towards circularity will require governments to play a crucial role. Businesses are also transforming their vision by adding societal goals to their economic objectives and contributing to these societal challenges. This necessitates even more the need to explicitly consider the role of business in public value creation processes. In this paper we argue that there is a need to understand public value creation as an interactive process, involving both government and business actors. In this process, voluntary information sharing enabled by digital infrastructures has the potential to contribute to the value creation processes, but the increased complexity of digital technologies obscures the effects they can have on value creation. Therefore, we develop a framework that allows to reason about public value creation as an interactive process, involving government and businesses, facilitated by voluntary information sharing. The framework also allows to reason about how the technological design choices of the underlying digital infrastructure influence this value creation process. For the framework development, we use an in-depth case study from the domain of international trade. We analyze the interactions between customs authorities and supply chain actors for jointly creating public value related to revenue collection, as well as safety and security of goods entering the European Union, using business data made available via a global blockchain-enabled infrastructure. In future research, the framework that we developed can be used to analyze more complex cases with additional public value aspects, such as sustainability and circularity.  相似文献

The Obama administration campaigned on the platform of increased transparency and access to government information after the limitations of the Bush years. As part of this focus on transparency, the Obama administration is emphasizing the use of e-government and new social media services to open up access to government. This paper explores the considerations and challenges of this approach, such as the inclusion of members of the public with limited access to the internet, the use of non-governmental channels to disseminate government information, the permanence of digital-born government information, and the design of e-government.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them. The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献
