中国生态补偿:概念、问题类型与政策路径选择 总被引：9，自引：0，他引：9
中国对建立系统的生态补偿机制和政策框架具有迫切的现实需求,但是目前在生态补偿理论探索和具体政策实践中还存在一些误区或盲点。本文在前人研究的基础上,从生产力和生产关系角度分析阐述了生态补偿的基本概念;澄清了生态补偿与其他一些环境政策及相关概念的联系与区别;按照公共物品属性特征对生态补偿问题类型进行了系统划分和归类;分析了不同生态补偿问题类型下的政策边界。最后,提出了中国生态补偿的政策路径选择、政策设计和实施的总体思路。 相似文献

与国外发达国家相比,我国生态补偿机制尚处在初期阶段。作为资源大省和欠发达地区,新疆面临着经济发展和生态保护的艰难选择。文章对新疆生态利益补偿机制的现状进行了分析,认为目前的生态补偿政策对新疆的经济发展和生态保护起到了积极的作用。同时针对新疆生态利益存在较强的外部性的客观事实,提出了中央对新疆进一步给予政策和资金的倾斜的建议。 相似文献

随着我国生态文明建设进程的加快,建立生态补偿机制得到了社会各方面的重视.中国生态补偿政策研究中心成立于2013年5月8日,依托于中国农业大学,并得到国家发改委等管理部门和亚洲开发银行的支持.目前中心有6名研究人员,研究方向包括生态补偿机制设计、生态补偿政策和法律研究、生态补偿中外比较、生态系统服务价值评估等.中心研究人员在我国较早、较系统地开展了生态补偿研究,近年先后主持研究和设计了南水北调中线库区南阳市生态补偿机制等一系列重要项目,为促进生态补偿机制创新,推动我国生态文明建设进程做出了贡献. 相似文献

黄河流域生态补偿是保障黄河长治久安,促进全流域高质量发展的重要制度设计。本文使用2007—2018年全国流域重点断面水质监测数据和中国城市统计年鉴数据,采用多期双重差分方法,对黄河流域生态补偿政策的水环境治理效应及其机制进行了实证检验。研究发现：①生态补偿政策的实施显著改善了黄河流域水环境治理效果,且黄河流域生态补偿呈现出显著的长期治污效应,该结论在进行一系列稳健性检验后依然成立。②机制分析表明,生态补偿政策的实施发挥了显著的制度激励效应,通过提高地方政府环境治理投资,降低工业废水排放,改善了黄河流域水污染状况。③从空间角度而言,与黄河流域中上游城市相比,生态补偿政策对下游城市水环境治理产生了更为显著的影响。据此,从健全流域横向生态补偿、重视中上游地区生态转移支付、建立多元主体联防联治水污染治理体系等角度提出改善黄河流域水环境治理的相关政策建议。 相似文献
