Many libraries are currently experiencing a transition from printed to electronic collections. This transition has led to changes in collection development practices as well as in the roles of information professionals who facilitate access to information. Roles of librarians in both public and technical/access services are converging. There is a demand for a new breed of librarians who understand the entire electronic information scenario: procurement, organization, access and public services. All these come into play when making decisions and choices for meeting users’ information needs. Libraries are addressing such issues as ownership versus access, consortial access to electronic resources, licensing and authentication, surrogate versus full-text electronic resources, and integration of free Web content into collections. Librarians are challenged to embrace new ways of optimizing access to electronic resources and to explore ways to fit new technologies and innovations into traditional library structures and practices.  相似文献

How do the librarians in the Federal Depository Library Program (FDLP) plan to perform a role in the electronic environment? Depository librarians must meet the challenge of changing how they think about government information libraries and their mission in order to provide citizen access services in an electronic environment. The new mission is to connect the user with information at the time of need, to instruct citizens in gaining access to government information, and to develop networking applications and programs that will help to put valuable content in the information infrastructure. If the FDLP and depository libraries are to prepare to perform that role, librarians need to take stock of their technological environment, deal with the political realities, and be critical of FDLP ideals that have taken on mythological proportions. A framework for the future of the FDLP can be built if depository librarians take advantage of the new communication technology. Depository librarians can use this technology to develop partnerships and networks of depository libraries, government agencies, commercial publishers, organizations of information professionals, and citizens. In turn, depository librarians could form the virtual associations needed to develop new dissemination programs; create user interface software; consolidate lobbying efforts to develop a nationwide electronic information policy; and provide community information networks with national links. Finally, communications technology could enable depository librarians to form a consortium of depository libraries to manage a government information dissemination library program.  相似文献

Library access to justice programs and services help people who need legal information and who cannot afford an attorney. Librarian mediation is a critical component in the provision of access to justice services. However, the value of library mediation, or assistance with using library resources, is often unrecognized, particularly where members of the public are trying to access electronic legal information sources, online legal forms, and other law technologies. This article will explore the role of librarians in providing access to justice services from the perspective of the work of Richard Susskind, which emphasizes technological approaches to providing legal services. Since the 1930s, the Library Bill of Rights has acknowledged the ethical responsibility of librarians to provide access to information in all formats to all people. Librarians are charged with selecting, organizing, and instructing patrons on how to locate and use the resources, and preserving information regardless of format or technology. The information revolution and the pervasive thinking that everything is available on the Web have created new challenges to these traditional professional ethics. Acquiring and providing dependable access to electronic resources require librarians to learn and apply new skills such as negotiating license agreements and understanding evolving technologies. Print publications provide a degree of permanence, but e-information, if it is not properly managed, can be highly transient. Internet services provide large, uncontrolled, unregulated collection of resources. If the very nature of the Internet makes it nearly if not completely impossible to evaluate the content of web-sites, how does the librarian protect the integrity of the information the library provides? Along with traditional ethical conflicts, librarians in the virtual library are faced with new challenges to provide equitable access to usefully organized resources, to address petitions to deselect or filter, to negotiate less-restrictive licensing policies, and to maintain the anonymity of individual users within electronic transactions.  相似文献

Electronic information resources, such as CD-ROM bibliographic databases, are transforming significantly the way academic researchers find information and the way in which librarians assist academic researchers. CD-ROM and other electronic information resources in academic libraries bring new demands from end-users for services from librarians. SUMMARY

This introduction to Africana reference describes the populations of researchers, the kinds of questions they ask, and how librarians–both specialist and generalist–may respond. It explores issues in “known-item” searches, including name authority and access to material in collected works and series. Choices made by authors, publishers, indexers, librarians, and researchers themselves have an impact on topic searches. Terminology for African languages, ethnic groups, place names, and topics cause problems for novice researchers, but library policy decisions can also impede access. Errors of all kinds–minor or major–can block access to information. The speed of electronic desktop publishing seems to have encouraged reduced care with proofreading, indexing, and verification of quotations and citations. The need for accurate information about Africa is great, but the market for publications and electronic resources focused on Africa is relatively small. This low market share can result in less coverage of Africa in indexes and reference tools. Despite the difficulties encountered in researching Africa, researchers and the librarians who assist them benefit from the tools, services, and initiatives of specialist Africana librarians and from a number of commercially produced resources.  相似文献

Collection development and the management of access to electronic resources in large academic libraries increasingly requires close cooperation between collection development librarians, public service librarians, and systems librarians and staff. Many libraries, both public and academic, have created new positions or converted existing ones with titles such as ‘electronic resources librarian’ or ‘electronic information coordinator.’ Two years ago, the Washington State University (WSU) Libraries decided to take a different approach to managing these two vital library functions by creating the new position of Assistant Director for Collections and Systems. This paper explores the convergence of collection development and systems in a research library. It sets forth the philosophical underpinnings of that convergence, and it discusses issues encountered in the integration of the two services in the WSU Libraries. Changes in the practice of medicine and technological developments offer librarians unprecedented opportunities to select and organize electronic resources, use the Web to deliver content throughout the organization, and improve knowledge at the point of need. The confusing array of available products, access routes, and pricing plans makes it difficult to anticipate the needs of users, identify the top resources, budget effectively, make sound collection management decisions, and organize the resources effectively and seamlessly. The electronic resource marketplace requires much vigilance, considerable patience, and continuous evaluation. There are several strategies that librarians can employ to stay ahead of the electronic resource curve, including taking advantage of free trials from publishers; marketing free trials and involving users in evaluating new products; watching and testing products marketed to the clientele; agreeing to beta test new products and services; working with aggregators or republishers; joining vendor advisory boards; benchmarking institutional resources against five to eight competitors; and forming or joining a consortium for group negotiating and purchasing. This article provides a brief snapshot of leading biomedical resources; showcases several libraries that have excelled in identifying, acquiring, and organizing electronic resources; and discusses strategies and trends of potential interest to biomedical librarians, especially those working in hospital settings.  相似文献

The means through which the university libraries provide access to electronic resources (e-resources) for their patrons and the way they operate could be enhanced through an authentication system. Such a system can help address the challenges of seamless access to e-resources for patrons, and can also provide information for university librarians to further understand and explore patrons' demands. The purpose of this study was to investigate the perception gap (i.e., importance and satisfaction) of university librarians regarding authentication services, and their attitudes towards the visualization of online libraries' usage logs. Moreover, this study developed a dashboard platform to visualize readers' behavior when using online resources and to understand university librarians' attitudes towards the library statistics dashboard. As a result, it was found that one system quality attribute and two information quality attributes were identified as high priorities for the intervention. University librarians gave positive feedback on the library statistics dashboard that can present visualizations of the authentication logs to further explore patron behavior of using e-resources. This also shows that the results can help identify strategic focus areas to evaluate authentication systems and library statistics dashboard as alternative technologies to assist university librarians in exploring patrons' e-resource usage behaviors.  相似文献

Do nurses have access to the tools and resources they need for evidence-based practice? Are librarians prepared to work with nurses to provide access to appropriate resources and services, and teach the needed information literacy skills? The authors work with professional library and nursing organizations to present interdisciplinary continuing education to improve the information literacy of nurses and the ability of librarians to provide resources and services that meet nurses' information needs. The medical libraries of Vietnam maintain high profiles within their institutions and are recognized by health care professionals and administrators as an important part of the health care system. Despite the multitude of problems in providing even a minimal level of medical library services, librarians, clinicians, and researchers nevertheless are determined that enhanced services be made available. Currently, services can be described as basic and unsophisticated, yet viable and surprisingly well organized. The lack of hard western currency required to buy materials and the lack of library technology will be major obstacles to improving information services. Vietnam, like many developing nations, is about to enter a period of technological upheaval, which ultimately will result in a transition from the traditional library limited by walls to a national resource that will rely increasingly on electronic access to international knowledge networks. Technology such as CD-ROM, Integrated Services Digital Network (ISDN), and satellite telecommunication networks such as Internet can provide the technical backbone to provide access to remote and widely distributed electronic databases to support the information needs of the health care community. Over the long term, access to such databases likely will be cost-effective, in contrast to the assuredly astronomical cost of building a comparable domestic print collection. The advent of new, low-cost electronic technologies probably will revolutionize health care information services in developing nations. However, for the immediate future, the medical libraries of Vietnam will require ongoing sustained support from the international community, so that minimal levels of resources will be available to support the information needs of the health care community. It is remarkable, and a credit to the determination of Vietnam's librarians that, in a country with a legacy of war, economic deprivation, and international isolation, they have somehow managed to provide a sound basic level of information services for health care professionals.  相似文献

The increasingly electronic environment in today's academic library is placing new demands on managing reference services. Staff are faced with selecting, implementing, and servicing a wide range of services and resources. This necessitates learning the new and integrating it into the established. At the same time, users are becoming more varied. Not only is their demographic profile changing, but more users with interdisciplinary interests are seeking assistance. Reference librarians are also working to establish new interfaces with the increasing number of users who wish to access resources without coming into the library. This article addresses the management of reference services in a medium-sized research library to meet these needs. ��[Purpose/significance] Electronic resources accessproblems are increasingly obvious because of the launch of new service platform ALMA and PRIMO, which confuses the librarians and affects users' experience. Library should pay more attention to it.[Method/process] The paper reviewed the literatures on electronic resources troubleshooting, analyzed the flow chart of electronic resources access in discovery system and also investigated examples of commonly encountered access problems.[Result/conclusion] Summarizing the research progress on electronic resources access issues and outline the access process. Major reasons of access trouble are examined from 3 aspects:metadata quality and configuration in Primo Central Index and ALMA, information change of electronic resources themselves. The North Carolina Area Health Education Centers Library and Information Services (NC AHEC LIS) Network provides library outreach services to rural health care providers in all nine AHEC regions of North Carolina. Over the last twenty-five years, the AHEC and university-based librarians have collaborated to create a model program for support of community-based clinical education and information access for rural health care providers. Through several collaborative projects, they have supported Internet access for rural health clinics. The NC AHEC Digital Library--under development by NC AHEC, University of North Carolina at Chapel Hill, Duke University, East Carolina University, and Wake Forest University--will further extend access to electronic biomedical information and resources to health professionals in a statewide digital library.  相似文献

Abstract

Governmental, non-profit, and commercial organizations are putting a variety of materials online which provide access to information previously published in print, or on stand-alone fee-based databases. Although it is still difficult to locate information efficiently on the Internet, access to relevant materials has been improved by subject-organized online indexes of resources. These indexes take some of the chaos out of locating relevant materials. Rapid growth in online in electronic publishing combined with access to resources via organized indexes to online information make the Internet useful to reference librarians and educators. Discovery layers and remote access are the standard way to access and find academic library resources, making metadata, link resolvers, and indexing important considerations at the time of selection and throughout the lifespan of an electronic resource. Collection development librarians must be aware of how resources will function with and appear in the library's discovery layer.
