Electronic government has been defined as the use of information and communication technologies in government settings. However, it is neither a homogeneous nor a static phenomenon. Recent empirical studies have identified two important dynamics in e-government evolution. First, e-government in general has evolved from its initial presence on the Internet to more transactional and integrated applications. Second, at the aggregate level and as a general trend, national governments have started adding technological and organizational sophistication and state and local governments have followed. Based on the study of systems of rules, this paper argues that these two dynamics in the evolution of e-government are, at least in part, the result of pressures from public managers attempting to solve problems and from citizens, businesses, and other stakeholders, attempting to control the actions of public managers. Both forces, related to performance and accountability, respectively, have promoted change in the systems of rules governing the design, implementation, and use of e-government initiatives. Specifically, they have generated a cycle that continually increases technological and organizational sophistication in e-government initiatives and have also promoted the episodic and evolving adoption of similar features across levels of government. These two related evolutionary dynamics and the characterization of e-government as systems of rules and standards have some important policy implications, which are briefly discussed at the end of the paper.  相似文献

This study examines the perceived impacts of electronic government or e-government adoption on U.S. cities. This research conducted a survey of Texas and Florida city managers in the fall of 2005 to find out their opinions on the impact of e-government on their city government. The results indicated that e-government is having a positive impact on management, stakeholder involvement, needs and collaboration, and procurement in American cities. There are, however, concerns over spam or unsolicited e-mail and the ability of e-government to reduce the level of staffing. The results of this study imply that, according to city managers' perceptions, e-government adoption in American city governments is positively viewed as having an impact on their organizations and communities.  相似文献

This paper presents a benchmark proposal for the Open Government and its application from the open data perspective using data available on the U.S. government's open data portal (data.gov). The benchmark is developed over the adopted Open Government conceptual model, which describes Open Government through data openness, transparency, participation and collaboration. Resulting in two measures, that is, one known as the e-government openness index (eGovOI) and the other Maturity, the benchmark indicates the progress of government over time, the efficiency of recognizing and implementing new concepts and the willingness of the government to recognize and embrace innovative ideas.  相似文献

Governments increasingly promote the adoption of smart initiatives based on the intensive use of information and communication technologies (ICTs) to face urban challenges and improve the quality of life of citizens. Multiple styles of smart initiatives have been developed, depending on the government leadership, the level of participation, collaboration, and involvement of stakeholders and institutions in public decision-taking processes. In this respect, this paper identifies patterns of public strategies in their strategic planning approaches focused on political attributes, analysing 1635 smart initiatives disclosed on internet by 12 Spanish Smart Cities. Findings reveals that formal strategic planning is mainly performed in Smart Cities with conservative and coalition governments and where the predominant scope of strategy is global.  相似文献

Strategies are systematic and long-term approaches to problems. Federal, state, and local governments are investing in the development of strategies to further their e-government goals. These strategies are based on their knowledge of the field and the relevant resources available to them. Governments are communicating these strategies to practitioners through the use of practical guides. The guides provide direction to practitioners as they consider, make a case for, and implement IT initiatives. This article presents an analysis of a selected set of resources government practitioners use to guide their e-government efforts. A selected review of current literature on the challenges to information technology initiatives is used to create a framework for the analysis. A gap analysis examines the extent to which IT-related research is reflected in the practical guides. The resulting analysis is used to identify a set of commonalities across the practical guides and a set of recommendations for future development of practitioner guides and future research into e-government initiatives.  相似文献

The trust of citizens in their governments has gradually eroded. One response by several North American governments has been to introduce e-government or Web-mediated citizen-to-government interaction. This paper tests the extent to which online initiatives have succeeded in increasing trust and external political efficacy in voters. An Internet-based survey of 182 Canadian voters shows that using the Internet to transact with the government had a significantly positive impact on trust and external political efficacy. Interestingly, though the quality of the interaction was important, it was secondary to internal political efficacy in determining trust levels, and not significant in determining levels of external political efficacy (or perceived government responsiveness). For policymakers, this suggests e-government efforts might be better aimed at citizens with high pre-extant levels of trust rather than in developing better Web sites. For researchers, this paper introduces political efficacy as an important determinant of trust as it pertains to e-government.  相似文献

When e-government first became a viable solution to the dissemination of government information, experts believed that the rise of direct government-to-citizen (G2C) services would improve government transparency, foster civic engagement, and offer new and innovative service possibilities. It soon became clear, however, that not all users received the type of information, instruction, or services that they needed through this arrangement, giving rise to the need for an intermediary in this continuum of interaction. Increasingly, public libraries fulfill this role. Instead of direct government-to-user interaction, government information and services flow through channels from agency to public librarian to user, from user back up to agency, and from agency to user to public librarian. Based upon research conducted in collaboration with public libraries, government agencies, state library agencies, and a national library association in the United States, this paper expands on the idea of these multiple pathways of information and services, offering a practical model of e-government.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

This paper is a conceptual and empirical exploration of the tensions inherent in the drive to increase openness and transparency in government by means of information access and dissemination. The idea that democratic governments should be open, accessible, and transparent to the governed is receiving renewed emphasis through the combination of government reform efforts and the emergence of advanced technology tools for information access. Although these initiatives are young, they already exhibit daunting complexity, with significant management, technology, and policy challenges. A variety of traditional and emerging information policy frameworks offer guidance, while diverse research perspectives highlight both challenges to and opportunities for promoting information-based transparency. Early experience with Data.gov, a central component of the U.S. Open Government Initiative, suggests that two fundamental information policy principles, stewardship and usefulness, can help guide and evaluate efforts to achieve information-based transparency.  相似文献

When analyzing the causes that lead to digital government success or failure, state of the art research is often divided into two main areas: (1) implementation of these initiatives by government agencies and (2) their adoption by citizens, as some of the most important users. Each of these two perspectives has its own concepts, measurements, and theoretical models. This separation becomes significant when trying to have a comprehensive understanding of digital government success and when facing practical problems since factors affecting both governments and citizens contribute to the success or failure of digital government initiatives. Therefore, this paper proposes a comprehensive digital government success model that attempts to integrate implementation and adoption perspectives. In addition, based on data from the 32 states of Mexico, the paper provides an illustrative example of how the proposed model could be used.  相似文献

As part of this focus on transparency, the Obama administration is emphasizing the use of e-government and new social media services to open up access to government. Significant changes in the Indonesian political system have affected most aspects of its government and community. First, there is an effort to implement democracy in terms of ideology as well as political practices. Second, the government system is transforming from centralization to decentralization, as the development process is delegated to regional governments (cities and kabupatens). Third, there is an effort to build community consciousness through community participation in national and regional development.

Participating in the development process, citizens should be supported with relevant public information. It is the government's task to provide information regarding governmental issues and public interests. As communication and information have been delegated to regional governments, they should execute this task based on good governance principles.

However, providing fair and balanced information is not simple. Large populations and regions separated by water and mountains make the task harder. Therefore, regional governments must adopt advanced information technology systems, which functioned to transfer information to the public as well as to receive public feedback medium in an efficient and effective way. To meet those qualifications, regional governments endeavor to implement e-government as a tool for democratizing communication and information.

After almost 3 years, there are indications that e-government has not been properly implemented by regional governments. They have faced many problems, including lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself.

Nevertheless, there are many ways to overcome these problems. Standardizing the application of e-government, establishing the regulation of e-government, involving other stakeholders, and developing human resources may aid in the implementation of e-government. In addition, lessons learned from other regions, for example, Kutai Timur or Gorontalo, are also recommended.  相似文献

Social media have provided new environments for both individuals and organizations to communicate. The literature on government use of social media has noted that these platforms provide a variety of democratic functions for government institutions, in their ability to increase transparency and citizen participation. However, there is less recognition and understanding in this context about the symbolic and presentational content governments communicate on social media. This is the case despite the fact that social media are tools for self-presentation, the exchange of symbolic content, and marketing. We have conducted a literature review from diverse sources, including e-government, business, human-computer interaction, social psychology and human communication to develop a typology of government communication on social media. We present a classification scheme with 12 specific categories and discuss the potential purposes of these various types of communication. Via empirical content analysis, we code a total of 2893 Facebook posts of local governments across the U.S., in a pilot and in a confirmatory study. This analysis allows us to better understand the categories of communication and the extent of their presence. Although we find that most content on local government Facebook pages falls into the category of democratic information provision, almost half of all messages refer to symbolic and presentational types of information exchanges. We illustrate our results with examples, and present a discussion of these findings with implications for practitioners and future research.  相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. The shortage of studies on e-government’s implementation presents a knowledge gap that needs to be plugged. This gap is significantly amplified by the increasing number of e-government initiatives being implemented by governments in recent years. This paper describes and analyzes South Korea’s Supreme Court Registry Office, which has implemented e-government. The case study discusses practical implications and suggests future research areas. Findings of the study include the alignment of technology and business processes, integration of resources into core business activities, integrating stakeholders’ trust and commitment, and better understanding of the role of organizational learning, which can enhance the adoption and institutionalization of e-government initiatives.  相似文献

A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The recent advances in the Internet technology have propelled the development of related applications in electronic communications and transactions, including electronic commerce and electronic government (e-government). There has been a proliferation of e-government initiatives worldwide undertaken under different forms of government, socioeconomic settings, and technological conditions. Nonetheless, the relationship between an e-government initiative and its context has not received adequate attention in the e-government literature. This paper provides an organizing framework that maps the core values (goals) of e-government to two fundamental factors; namely, the degree of e-government readiness and the level of democratization. The framework addresses the importance of the relationship between the context within which e-government initiatives are undertaken and the goals of those initiatives. From a conceptual perspective, this framework underscores the pivotal importance of the context of an e-government initiative in influencing the goals of this initiative. From a practical viewpoint, the framework provides a roadmap for policy makers to formulate policy goals of e-government initiatives commensurate with their respective environments.  相似文献
