The quantity of government records has grown dramatically since the rapid development of information technology starting in the mid-twentieth century. This ever-expanding body of records has challenged the limited resources of government archives. Though U.S. government archivists constantly try to identify valuable government records among the geometrically increasing total, in order to justify spending public money on their preservation, little is known about how U.S. state archives and records management programs go about the process. The study discussed in this paper is the first to empirically investigate nationwide archival appraisal practice in U.S. state archives and records management programs. The study answered two research questions: How do U.S. state archivists and records managers conceptually define archival appraisal? How do U.S. state archivists and records managers practice archival appraisal of state government records? The study used an online survey and interviews for data collection and SPSS software and NVivo8 software for data analysis. This paper discusses the research topic and concludes with recommendations for practitioners and further studies.  相似文献

The Center for Electronic Records of the National Archives is the unit of the National Archives and Records Administration responsible for the appraisal, accessioning, preservation, and provision of access to the permanently valuable electronic records of the Federal government. Recent changes in technology, especially the development of global networks of computers, have changed the way some archivists view the role of archives, especially for electronic records. This article describes the process of finding the right grant to meet the needs of a processing project, the application and peer review process, and the experience of administering the grant received from the National Historical Publications and Records Commission (NHPRC). The project is the processing of the YWCA of Brooklyn Collection, housed at Brooklyn College. The records have significant research potential in a variety of fields including women’s studies and sociology. While generally smooth, the administration of the grant has required the replacement of a departing Project Archivist, and the use of interns for some conservation work.  相似文献

This article focuses on use and users of data from the NARA (National Archives and Records Administration), U.S. Who is using archival electronic records, and why are they using them? It describes the changes in use and consequently user groups over the last 30 years. The changes in use are related to the evolution of reference services for electronic records at NARA, as well as to growth in the types of electronic records accessioned by NARA. The first user group consisted mainly of researchers with a social science background, who usually expected to handle the data themselves. The user community expanded when electronic records with personal value, like casualty records, were transferred to NARA, and broadened yet again when a selection of NARA’s electronic records became available online. Archivists trying to develop user services for electronic records will find that the needs and expectations of fact or information seeking data users are different from those of researchers using and analyzing data files.  相似文献

This article identifies open research issues in the management of electronic records in complex systems over time, with an emphasis on system development and implementation. The author proposes that it is necessary for archivists to address the issues at three levels: the organizational/professional level, the technological infrastructure level, and the system- and function-specific level. The paper discusses the technological factors which influence archivists' ability to manage electronic records currently being created, and goes on to recommend that archivists broaden their technological knowledge base, work toward influencing others in their organizations to gain buy-in, and develop models and success stories for positively influencing the development of electronic systems.  相似文献

This article explains the re-engineering of the government records disposition program at Library and Archives Canada (LAC) in 2002–2004. The main point is that the framework of accountability has grown since the launch of the macroappraisal program (often referred to as the planned approach to disposition) at the (former) National Archives of Canada (NA) in 1990–1991. The opportunity for building an expanded framework of accountability presented itself after 2000 when a number of “push” (internal to the disposition program) and “pull” (external to the program) factors coalesced to challenge a reduced program. The reengineering exercise involved LAC government records archivists working together to develop the following new program documentation: Government-Wide Plan (GWP); Memorandum of Understanding (MOU); Appraisal Checklist; Terms and Conditions for the Transfer of Archival Records; Briefing Note for the Librarian and Archivist of Canada; and the Multi-Institutional Disposition Authority (MIDA) for Operational Case Files. Significant work also went into creating version three of the Records Disposition Authorities Control System (RDACS). As a result of reengineering the appraisal and disposition program, there is an accountability framework now in place for more than keep-destroy recommendations, one that has moved beyond disposition to include acquisition of and accessibility to the archival record.  相似文献

In October 2001, Congress passed the USA PATRIOT Act to strengthen the ability of the U.S. government to combat terrorism. Unfortunately, some sections of the Act strike at core values and practices of libraries and archives, especially in the areas of record keeping, privacy, confidentiality, security, and access to the collections. This article addresses several crucial issues with focus especially on Section 215 of the Act, privacy and confidentiality concerns, record keeping practices, and the development of policies and procedures to prepare archivists for a request from the Federal Bureau of Investigation for researcher records.  相似文献

The Web-at-Risk project is a digital preservation project funded by the Library of Congress as part of the National Digital Information Infrastructure and Preservation Program. The project is developing a Web archiving service to enable curators to build, store, and manage archived collections of Web-published materials captured largely from U.S. federal and state government agency Web sites. In 2005 the project’s 22 curators, as well as librarians and archivists working primarily in academic libraries (n = 43), university researchers (n = 7), and content providers (n = 7) participated in a study to identify their needs in relation to Web archiving. This paper summarizes the issues and challenges these groups face and discusses the need for collaborations among libraries and government entities for preserving Web-published materials.  相似文献

This survey of official U.S. tribal websites examined sites for documentary materials of importance to each tribe that have been archived online, including such materials as historical essays, photos, videos, maps, newspapers, legal and historical documents, historical images, books, pamphlets, bibliographies, cultural and language materials. The materials found on those websites appear to be intended for the use of both tribal members and the general public. The result of the survey was to show that many of the same types of documentary materials held in tribal archives are also available on official websites, and to produce a current snapshot of the large array of tribal records which have been made openly available, although the length of time each document will be available on each site is unknown.  相似文献

ABSTRACT

Scrapbooks present a particularly challenging set of preservation issues to archivists. However, as an intriguing combination of diaries, photograph albums, and ephemera, their format and arrangement are an essential part of their usefulness as sources to researchers. The fascinating link between scrapbooks and quilts, evident in a brief history of scrapbooks and an exploration of several types, indicates that scrapbooks are a particularly rich source for researchers interested in women's history. In order to facilitate the richest understanding of these unique and fascinating sources, material literacy should be increased among both archivists and researchers. In particular, archivists should understand the important function these records have to researchers, and how their storage and preservation choices affect that function.  相似文献

There is a need for systemic improvement in the management of care records in Australia. This has been highlighted by government inquiries, media coverage and research literature relating to the significance of records for those who experience out-of-home care. The Who Am I? project – an interdisciplinary collaboration between historians, social workers and archivists – sought to address this concern and support positive change in 12 participating community service organisations (CSOs) in Victoria. To provide a framework for practice improvement, research archivists on the Who Am I? team designed the Self-Assessment Tool for Archives. Based on an action research methodology and influenced by the Records Continuum, this was an ‘educative intervention’ for the CSOs, as well as the participating archivists.  相似文献

Some public entities in South Africa have implemented digital records systems over a period of 20 years. In terms of the South African archival legal framework, there is a need for such entities to transfer the records into archival custody. However, there is consensus among researchers that there is no infrastructure to ingest digital records into archival custody in South Africa. Furthermore, some public entities have migrated from one system to another since implementation and there is a possibility that records might have been lost during migration. This study demonstrates through literature review the unconscious archival orthodoxy of post-custodial realities in South Africa. The study recommends that public entities should apply for exemption from archival legislation in order to develop an interim solution for the preservation of digital records. The National Archives and Records Service of South Africa (NARSSA) is also encouraged to develop a policy on distributed custody to allow government entities to create interim solutions for preserving digital records. Both public entities and NARSSA should invest in capacity development, including training and provision of sustainable infrastructure required to preserve digital records. It is hoped that this study will influence policy-making with regard to custody of digital records.  相似文献

In June 1996, the National Archives of Canada issued its Guideline on the Management of Electronic Records in the Electronic Work Environment to all Canadian federal government institutions. Part of the Guideline contained a vision of automated record keeping in which records would be captured automatically based on the incorporation of record keeping rules in the design of automated work processes. As an illustration of this concept, the National Archives developed a demonstration prototype based on a project management work process situated within one of the operational activities of the department. This paper provides an overview of the prototype and an outline of both the lessons learned and the outstanding questions that have emerged concerning the feasibility of building an electronic work environment reflecting automated record keeping.  相似文献

加强政府电子文件协同管理是促进政府电子文件高效管理和价值实现的有效路径。采用协同创新管理理论框架对近五年美国国家档案与文件署发布的电子文件管理相关政策进行文本分析,并对五个部门工作人员进行访谈,深入了解政策现状,归纳总结出美国在政府电子文高效协同管理方面的措施,揭示其在目标协同、主体协同、客体协同、过程协同、要素协同五个方面的协同经验。最后,结合我国实践需求,提出了借鉴五个方面经验,促进政府电子文件协同管理路径高效的启示。  相似文献
