As a mixture of new technologies, processes and services oriented to the citizen, e-government has become one of the most important keywords for the public sector reform with proponents claiming that it guarantees transparency, accountability and better communication between local and national administrations and their public. Few if any studies have investigated the factors that might contribute to the establishment of trusting relationship between city councils and citizens. This paper examines the relative importance and significance of three types of information communication technologies (ICTs) towards the use of e-government and the development of civic engagement. We conduct an empirical investigation of 179 Spanish official town websites (web sites in the municipalities). The research findings suggest that implementing ICT not only involves a step towards an increase in the use of e-government services by people, but also provides numerous opportunities for their civic engagement. The main conclusion of this study is that although ICT can leverage the adoption of e-government, it cannot create alone engagement with traditional activities of the local government. What is missing from this relationship is a mediating variable (adoption of e-government by government officers), which in turn can greatly help to better understand how ICT impacts relationships between governments and their citizens.  相似文献

This article explores the restructuring of education in England and Spain. Against a presumably homogeneous global streamlining of educational systems according to competition‐driven goals, the comparison of teachers’ work‐lives and professional knowledge evidences a variety of experiences under‐represented in discourses on global restructuring. Our argument highlights how in England political reforms have worked their way deep into the working lives of professionals, giving rise to a ‘managerial’ model of professionalism, whereas in Spain reforms are more loosely coupled with teachers’ work, favoring a ‘social service’‐oriented model. However, despite the different professional ideals, teachers uniformly stressed the challenges they face were predominantly due to broader social transformations for which policy reforms provided few if any remedies. Our study emphasizes the variety of educational reforms and teachers’ experiences in the European context and argues further educational change should be bound to the historical trajectory and the concrete needs of the professionals in question.  相似文献

The niqab provokes a heated debate in European societies and generates intolerance towards women who wear it. Some of the explanations used to criticize this Muslim garment refer to the idea that women wear the niqab as a form of patriarchal oppression. Furthermore—especially after the terrorist attacks perpetrated by Islamic extremists—the niqab is seen as a symbol of religious radicalization. We carried out 10 communicative daily life stories with Muslim women wearing the niqab in Spain, to explore the adverse experiences that they face, as well as the ways to transform them. Our analysis, informed by a communicative approach, revealed different forms of discrimination, such as prejudice, personal attacks and social isolation. Furthermore, it revealed some opportunities to transform these experiences, through the equality of differences, the egalitarian dialogue, and the support of faith-based organizations. Ultimately, our findings illustrated participants’ persistent defense of their right to express their religious identity.  相似文献

Youth councils are examined as spaces of citizenship education where young people are educated as political subjects. At a time of political and economic instability data were collected in a Catalan city through tests and focus groups involving 112 students, three teachers and two youth council managers during one academic year. Students’ political trust decreased and their cynicism towards politics increased; there were no changes in students’ anticipated future participation. The article avoids drawing simplistic causal links between students’ involvement in a council and the expression of their views. The participants also discuss the councils as performance sites. It is speculated whether, in students’ views, this metaphor of performance applies not only to the councils but to the wider political context in which they live. It is argued that youth councils are, in some ways, potentially valuable for promoting participation and recommendations are made in light of the findings.  相似文献

As in other disciplines, ‘gender mainstreaming’ is becoming an increasingly important principle in Journalism. This implies bringing gender equality into the mainstream of the media industry, by means of an adjustment of the educational issues and the practice related to this profession, which is influential in society. In light of the gap existing in this line of research committed to re-education for change [North, L. 2010. “The Gender Problem in Australian Journalism Education.” Australian Journalism Review 32 (2): 103–115; Adhikary, N. M., and L. D. Pant 2011. “Journalism Education in Nepal: Gender Perspective.” Shweta Shardul 8: 119–123], this paper analyses the curricular integration of gender-related issues into journalism studies, taking as a casestudy the undergraduate programmes of the Spanish public and private universities. The study employs content analysis and qualitative questionnaires to the academic staff. The results prevent from understanding equality as one of the main teaching and learning strategies in journalism studies in Spain, even if the invigorating curriculum reform carried out by these universities leads to posit some positive outcome in terms of a more gender-aware higher education. As discussed in the conclusions, the inclusion of the gender perspective depends on the academic staff’s own initiative, in contrast with the involvement showed by university institutions in promoting parity in many other aspects.  相似文献

This article outlines the evolution of international scientific production in Spain over the last 25 years, a period characterised by steady growth in research production. The following stages in this process are identified in accordance with some of the factors that predominated at different times. From 1974 to 1982 production increased due to causes endogenous to the scientific system itself, as scientists brought their work into line with the patterns which characterised research in other industrialised countries. From 1982 to 1991 the prioritisation of R&D by government administrative bodies represented a constant stimulus, implemented through a set of legal measures, investments and the creation of posts for new researchers. From 1989 to the present the creation of the Comisión Nacional de Evaluación de la Actividad Investigadora (National Commission for the Evaluation of Research Activity, CNEAI) and the research incentive system have provided a further stimulus, which has led to the maintenance of, and an increase in, the rate of research production in spite of the net decrease in the monetary value of research grants awarded during the last period analysed. Other special characteristics of Spanish research, such as its dependence on the public sector and its essentially academic nature, are discussed.  相似文献

The purpose of this study was to examine students’ computer attitudes and experience, as well as students’ perceptions about the use of two specific software applications (Google Drive Spreadsheets and Arquimedes) in the Building Engineering context. The relationships among these variables were also examined. Ninety-two students took part in this study. Results suggest that students hold favourable computer attitudes. Moreover, it was found a significant positive relationship among students’ attitudes and their computer experience. Findings also show that students find Arquimedes software more useful and with higher output quality than Google Drive Spreadsheets, while the latter is perceived to be easier to use. Regarding the relationship among students’ attitudes towards the use of computers and their perceptions about the use of both software applications, only a significant positive relationship in the case of Arquimedes was found. Findings are discussed in terms of its implications for practice and further research.  相似文献

Excavation of the mid-fifteenth-century castle of Pieter Bladelin, a high-ranking Burgundian official, in the village of Middelburg-in-Flanders, near Bruges (Belgium), has unearthed a remarkable series of blue and white painted and glazed floor tiles. Post-excavation archival and heraldic inquiries into the tiles has led to a deeper understanding of the role that gift exchange of luxury objects played within the diplomatic network of Alfonso V “the Magnanimous”, King of Aragon, and Philip “the Good”, Duke of Burgundy, in shaping a shared chivalric and crusading culture between Burgundy and Aragon. The study demonstrates the added value of the integration of archaeological and historical data in studying economic, political and cultural processes for the later medieval or early modern period.  相似文献

The Spanish transition to democracy constituted an exceptional journalistic period which started with the death of the dictator Franco in 1975 and finished in 1978, the year in which a new democratic Constitution, currently in force, was approved by referendum. During those years, the Spanish political system changed radically from a dictatorship to a full democracy similar to the democracies enjoyed by Western European countries. This article proves the hypothesis that the majority of newspapers supported the main guidelines of political reform and the strategy of consensus led firstly by the francoist reformist elite and by the opposition political parties afterwards. The research method is a content analysis focused on the introduction of democratic values in newspaper editorials and applied to twelve newspaper titles which covered the ideological spectrum within the Spanish journalistic scene. This piece of research could be likewise considered as a contribution to the particular histories of the analysed dailies during those critical years.  相似文献

Between General Franco's agony (October/November 1975) and the constitution's approval (December 1978), European media reported intensively about the democratisation process in Spain. The present paper deals with its examination through the Radio della Svizzera di lingua italiana broadcasts. As the only Swiss Italian-speaking broadcaster, it tried to provide in-depth information and opinion on a country whose solid ties with Switzerland were based on economy, migration and tourism. The study of this non-commercial radio allows us to determine the way the democratisation was approached and portrayed for a Swiss audience and offers a genuine case for transnational historical research.  相似文献
