【目的】调研期刊同行评议现状,深入了解审稿人对审稿行为的认知和态度,以探讨提高审稿时效和质量的对策。【方法】基于传统同行评议模式,以审稿人为研究对象,针对同行评议的重要性、审稿投入、接受或拒绝审稿原因、激励措施以及审稿专家遴选5个方面进行问卷调查,对获得的信息进行归纳与分析。【结果】审稿人认为稿件的创新性和科学性最重要,且审稿意见能显著提升论文的结果和讨论部分的质量;审稿人的实际审稿时长通常在3天以内,审稿人认可14天的审稿时限,并认可具有高级职称或被编委推荐的学者成为审稿人。【结论】期刊编辑部可以通过加强与审稿人的沟通来缩短审稿时间、提高审稿效率;通过适时遴选青年审稿人,补充、活跃审稿人队伍;通过积极建立多元化审稿工作回馈机制,建立稳定的高质高效的审稿人队伍。  相似文献

【目的】 分析开放同行评议的利弊,为更好地开展开放同行评议提出建议。【方法】 在简单概述开放同行评议的基础上,分析了开放同行评议的利弊,最后提出完善开放同行评议模式的建议。【结果】 开放同行评议能够提高论文质量、避免审稿人滥用职权、促进知识交流、消除作者和审稿人之间的等级关系,以及改善审稿流程。同时,开放同行评议也存在一些弊端,包括增加了编辑和审稿人之间的利益冲突,公众评议观点受质疑,失去不愿实名审稿人,审稿人刻意评议,作者违心修改论文等问题。【结论】 将“允许匿名”作为从盲审到开放同行评议的过渡阶段,丰富开放同行评议理论,强调编辑角色和完善评议体制可进一步改善开放同行评议模式。  相似文献

【目的】分析学术期刊公开同行评议的主要形式及其发展现状和趋势,为今后网络公评系统的建立提供参考。【方法】参考现有的代表性公开同行评议期刊评审流程,提出建立网络公开同行评议的标准流程需考虑的质控指标。【结果】建立网络公开同行评议的标准流程需要考虑:论文提交后的快速审查标准、审稿人的选择或自荐标准、审稿意见书的标准、审稿时限的标准及论文接收的标准等。【结论】网络公开同行评议需建立能更大范围推广的标准流程,为学术期刊审稿模式的改进和发展提供建议。  相似文献

【目的】基于审稿人的审稿动因分析,探讨期刊编辑部送审工作的策略与方法。【方法】主要采用文献法与逻辑推理法,系统阐释科技期刊审稿人可能存在的审稿动因并提出对策。【结果】通过分析科技期刊审稿人存在的审稿动因,提出期刊编辑部应选择审稿动力与学术实力平衡的审稿人;应主动将审稿人和稿件分类,寻求稿件与审稿人的最佳搭配;应及时传递期刊进展,做好审稿意见反馈工作,增强审稿人对刊物的认可等。【结论】在充分考虑审稿动因的基础上合理送审,有利于保持审稿人的积极性,避免审稿时滞长、审稿人敷衍完成任务等问题,以实现审稿工作预期。  相似文献

【目的】 调研国内外科技期刊实施开放式同行评议(Open Peer Review,OPR)的策略,并对其进行比较分析,以期为OPR相关理论和实践研究提供参考。【方法】 通过在30种科技期刊官方网站收集数据,总结OPR期刊的特点,比较各期刊在采取审稿模式、公开审稿人身份、公开审稿意见和给审稿人认可等方面采取的不同策略。【结果】 所调研期刊中绝大多数是出版集团拥有的开放获取期刊,其中50%是生物医学类期刊。在所调查的3种OPR模式中,70%期刊采取模式2,即公开评审结果模式;23%采用模式1,即审稿中增加公众评议环节;7%采用非主流模式3,即通过出版“同行评议书”的方式公开稿件评审过程。即使采用同一种OPR模式的期刊,其具体做法也不尽相同。71%的期刊采取自愿署名或匿名审稿政策,只有29%的期刊要求审稿人实名审稿。小部分期刊采取给评审报告添加DOI方式激励审稿人审稿。【结论】 当前国内外科技期刊对OPR的研究和实践还处在初级阶段,实施OPR的期刊总体数量偏少,今后还需要各期刊根据自己的特点探索适合自己实施OPR的策略。  相似文献

【目的】 借鉴国际科技期刊同行评议的经验,进一步推动中文科技期刊同行评议方式的研究、改革和实践。【方法】 通过文献综述和网站调研的方法,介绍国际上第三方审稿平台的运行模式和发展状况,提出创新国内科技期刊审稿方式的建议。【结果】 独立于期刊的第三方审稿服务颠覆了传统模式中审稿人、作者、编辑之间的关系,具有公开、公平和公正的特点,既可以加快期刊内容的传播速度,又能提高审稿人的积极性,还能提高稿源质量和期刊质量。【结论】 由期刊集群建立第三方审稿服务平台,可规范服务流程,在我国科技期刊领域中具有可行性。  相似文献

【目的】基于国际表征学习会议(International Conference on Learning Representations,ICLR)同行评议的文本分析,利用自然语言处理方法探索同行评议中审稿意见效用的评估方法。【方法】首先定义审稿效用的概念,然后对审稿文本进行标注,应用表示学习与深度学习模型提出一种审稿效用度智能识别方法。【结果】所提出的智能识别方法能够快速、有效地进行分析,获得审稿文本的效用度。负面审稿意见以及录用论文对应的审稿意见的审稿效用更高,论文水平与审稿专家经验是审稿效用的重要决定因素,中国审稿专家的审稿水平可能与世界平均水平相当。【结论】应用审稿效用度智能识别方法能够及时发现异常的审稿文本,辅助编委和编辑做出审稿最终决定,改善同行评议评价结果,进而健全同行评议机制。  相似文献

【目的】提出科技期刊同行评议可检验规范最佳实践,为国内科技期刊的同行评议工作提供参考。【方法】 通过对国际高水平期刊同行评议的案例分析,总结其经验和特点,以此为借鉴,针对国内科技期刊同行评议中的问题,形成最佳实践。【结果】 围绕同行评议的三方主体——审稿人、编辑、作者,详细阐述各自的最佳实践。审稿人、编辑、作者这三方主体在同行评议中承担不同的角色,因此应承担的责任和义务不同,每一方主体在评议前、评议过程中及评议完成后都需要遵从一定的规则、完成一定的工作,以维护学术诚信,保证同行评议的科学、客观、公正。【结论】 同行评议可检验规范最佳实践建立在对国际高水平期刊同行评议实践分析的基础上,具有详尽性、通用性和可操作性的特点,有利于改善国内科技期刊同行评议的客观性和公平性。  相似文献

【目的】 了解审稿人对于其所评审稿件的他审和终审意见的反馈需求情况及其意义。【方法】 2015年6月,以EMAIL的形式向《中华围产医学杂志》全体审稿人发放关于“审稿人评审意见互相反馈需求”的调查问卷。调查问卷中提到的需要反馈的评审意见包括另外一位审稿人的意见(他审意见)和编委会(或主编)的终审意见。【结果】 共回收有效调查问卷54份,有50位(93%)审稿人明确表示希望获得评审意见反馈,其中37位审稿人认为我刊非常有必要进行评审意见反馈,32位审稿人希望在稿件远程管理系统中自动显示。45位审稿人(83%,45/54)认为希望获得评审意见反馈的原因是有助于提高自己的审稿水平。【结论】 绝大多数审稿人希望获得评审意见反馈。向审稿人反馈评审意见,有助于加强编辑部与审稿人的沟通,进而提高审稿人的主人翁意识和责任感,使之形成内在动力,最终提高审稿质量和积极性。  相似文献

Aresearch group led by Prof. ZHAI Qiwei from the Institute for Nutritional Sciences under the CAS Shanghai Institutes for Biological Sciences has discovered that even relatively low doses of resveratrol--a chemical found in the skins of red grapes and in red wine--can improve the sensitivity of mice to the hormone insulin, according to a report in the October,2007 issue of Cell Metabolism. As insulin resistance is often characterized as the most critical factor contributing to the development of Type 2 diabetes, the findings“provide a potential new therapeutic approach for preventing or treating” both conditions, the researchers said.  相似文献

This study examined how students who had no prior experience with videoconferencing would react to the use of videoconferencing as an instructional medium. Students enrolled in seven different courses completed a questionnaire at the beginning of the semester and again at the end of the semester. Students at the origination and remote sites did not differ in their reactions toward videoconferencing but there was a significant difference for gender. Women reacted less favorably to videoconferencing. Compared to the beginning of the semester, students reported significantly less positive attitudes toward taking a course through videoconferencing at the end of the semester. There were no significant differences in students' attitudes toward videoconferencing across courses at the beginning of the semester but there were significant differences across the courses at the end of the semester. The results suggest the need for better preparation for both students and instructors.  相似文献

Ajoint study by Prof. ZHANG Zhibin from the CAS Institute of Zoology and his co-workers from Norway, US and Swiss have indicated that historical outbreaks of migratory locusts in China were associated with cold spells, suggesting that China's projected climate warming could decrease the pest's numbers. A computer-mediated group is a complex entity whose members exchange many types of information via multiple means of communication in pursuit of goals specific to their environment. Over time, they coordinate technical features of media with locally enacted use to achieve a viable working arrangement. To explore this complex interaction, a case study is presented of the social networks of interactions and media use among members of a class of computer-supported distance learners. Results show how group structures associated with project teams dominated who communicated with whom, about what, and via which media over the term, and how media came to occupy their own communication niches: Webboard for diffuse class-wide communication; Internet Relay Chat more to named others but still for general communication across the class; and e-mail primarily for intrateam communication. Face-to-face interaction, occurring only during a short on-campus session, appears to have had a catalytic effect on social and emotional exchanges. Results suggest the need to structure exchanges to balance class-wide sharing of ideas with subgroup interactions that facilitate project completion, and to provide media that support these two modes of interaction.  相似文献

Electronic data interchange (EDI) provides means for interorganizational communication, creates network externalities, requires an advanced information technology (IT) infrastructure, and relies on standards. In the diffusion of such innovations, institutional involvement is imperative. Such institutions contain governmental agencies, national and global standardization organizations, local government, and nonprofit private organizations like industry associations. The last type of organizations we call intermediating institutions. They intermediate or coordinate ("inscribe") the activities of a group of would-be adopters. Unfortunately, little is known of how these organizations shape the EDI diffusion trajectory. In this article we examine one specific type of intermediating organizations?industry associations?and how they advanced the EDI diffusion process in the grocery sectors of Hong Kong, Denmark and Finland. We identify six institutional measures, placed into a matrix formed by the mode of involvement (influence vs. regulation) and the type of diffusion force (supply push vs. demand pull), that can be mobilized to further the EDI diffusion. Industry associations were found to be active users of all these measures to varying degrees. Their role was critical especially in knowledge building, knowledge deployment, and standard setting. Furthermore, institutional involvement varied due to policy and cultural contingencies and power dependencies.  相似文献

This essay focuses on universal service and the Internet as means to support social and political participation. The emphasis on access to telecommunications systems in conventional approaches to universal service is contrasted with access to content. A model of the information environment is described that accounts for the roles of content and conduit, both of which are necessary conditions to achieve true access. The increasing prospects of digital piracy has prompted the perceived need by electronic publishers to adopt technical systems of protection, and governments to reform their copyright laws. This article is a preliminary study of the management of intellectual property by electronic publishers, defined as those involved in the production of online databases, and CD-ROMs. It focuses on three main issues: (1) how electronic publishers view the increasing threat of piracy; (2) the methods of protection employed to protect intellectual property in digital format; and (3) the importance of technological protection of intellectual property in electronic publications. The analysis is based on a sample of 23 UK electronic publishers. The interviews revealed an interesting assortment of protection methods and did not show that technological protection was a preferred way. Instead, the means of protection, in addition to copyright law, comprised niche markets, pricing, trust, bad publicity, and nontechnical and technical means.  相似文献
